We identify and strive for a rule of law, free of cooptation by interest groups, that promotes a model of governability that guarantees and respects the full exercise of individual and collective rights and freedoms. We recognize democratic security as a preventative State action directly linked to the effectiveness of the justice system and to a sustainable social development agenda.
